Smalls After the Harbor
A mariner became a Reconstruction lawmaker and civic leader.
Smalls returned to public life in South Carolina and became a major Reconstruction politician, serving in state government and the United States Congress. His association with First African Baptist Church in Beaufort also locates him within Black religious and civic institution building.
The harbor story endures because it is dramatic; the political career matters because freedom required governance, schools, law, and durable institutions. Reading both together replaces the exceptional escapee with a fuller figure: technician, strategist, parishioner, and public servant.
